    I think the best program for webdesign or just designing is the adobe suite, to be specific Photoshop but it's not free but you can download a trial version from www.adobe.com

    Good things never come cheap and so we the Adobe Photoshop, which is a very good tool for all your graphic needs.

    Adobe Photoshop is used but since it costs many, GIMP is also very good and it is the poor man's photoshop.
