Suggestions regarding concept for website.

I was thinking about whether it would be best to create a website using only flash or javascript framework such as Mootools. I used it before and I noticed it was rather laggy a lot of the time, I dont know if flash might provide smoother transitions or if maybe it was just too much data on one page.
