What's the file url in File Manager

A lame question, but what's the url of my uploaded files?
Say, if I upload hello.js into the folder tmp: /home/kl2217/tmp/, what's the url I can use to reference this hello.js in an link. (http://.../kl2217/tmp/hello.js)?

The site tries to load the files is my free IT practice exam site..

If you want to access uploaded files with a URL you must place the file in the 'public_html' directory.
For Example:
You upload the file here: /home/kl2217/public_html/tmp/hello.js
The URL would be: http://.../tmp/hello.js

in http://.../tmp/hello.js what the "..." stand for? In another word, what's the URL of the file hosting server.

"..." would in this case refer to your domain.

I should have known that by examing my blog's url.
it is my blog's url is:
http://kl2217.x10hosting.com/blog/index.php

and index.php is at /home/kl2217/public_html/blog/index.php.
Therefore, if my hello.js is at /home/kl2217/public_html/tmp/hello.js

I should use url http://kl2217.x10hosting.com/tmp/hello.js to retrieve it!
