It's great that you're looking into this service, but if you are applying for the free hosting it would be best to be patient - they are providing a service for free that they don't have to.
Search around on the Announcement to see updates concerning the maintainence.

If you are aware of the work being done, then you are aware of what is happening and that we are working as quickly as possible to resolve all the issues to get back into working order. We can't make exceptions for one person, as we'd have to do it for everyone.

Please be patient and wait for word from the admin staff when things are working properly.
