Yes, forum software such as SMF or phpBB require a MySQL database, along with x10's Intermediate PHP level which you can get for free. To get started, create a database in cPanel for the forum to use. Apply for Intermediate PHP at http://www.x10hosting.com/account starting that you are going to start up a forum, and then either use Fantastico to put in the forum software OR you can upload your own software via FTP/cPanel. Afterwards, just run the script installer, put in the correct information, and you're all set. Doing all of this only requires a web browser and maybe an FTP program.

As Smith said, you need to request Intermediate PHP first; login at http://x10hosting.com/login with your forum username and password (for these forums) and when selecting Intermediate PHP, use "Advanced PHP Scripts" as a reason. (It has always worked for me ;) )
