One level up does however give a phpBB forum where you can add a backlink to your own site. Of course wether or not such types of backlinks are actually any good is open to debate, Google after all is not stupid and does take into consideration the 'quality' of links. Self promotion backlinks are never going to rate as well as those entered by another domain webmaster.

No information provided how you actually get listed in the main site,(would be better for SEO) presume you have to contact them direct.

On the plus side if the website stats are anything to go by it's seeing some traffic and would be interested in doing an exchange, provided they could put an ad for my job hunting site next to one for Payday loans.
