Image Resize

Hi I want to resize the picture of my brother but I cannot do it properly so here is what I would like the picture to be :

Image File Format: The image must be in the Joint Photographic Experts Group (JPEG)
format.

Image File Size: The maximum image file size will be sixty-two thousand five hundred
(62,500) bytes no more than it.

Image Resolution: 320 pixels high by 240 pixels wide and 300 by 300 pixels (It means that I want two pictures one 320 pixels high by 240 pixels wide and the other 300 by 300 pixels)

The image should not be stretched or distorted. I want this picture to be resized without getting stretched or distorted.

I use irfanview to crop and resize these images cause I was just too damned lazy to load up Photoshop.

hey the second one should be 240 x 320 its 320 high and 240 wide /??
Points sent for Resizing 1 image = 50 (because 1 image is still not valid)

Can you tell me how to do it ?? a step-by-step guide ?? so i can understand and resize the other pictures my self ??? cuz im so fool :D ,so if you tell me how to do edit with irfanview you can also get 50 more ?

Here we go again...

Edit:
Its easy to resize in irfanview, just hit ctrl-R and choose what size you want it to be. Cropping is a lil harder, you have to press shift-c and select the size you want, hold the right mouse button down to select the location you want cropped and finally ctrl-y to actually crop the image.

I'm crap at giving instructions.
