[OFF][2000 credits] design custom template

Hi all well im a in a little of a dilemma here,

well my offer today is for a good php, template person to finish off on my unfinished design and getting this script working with the template,

i have tried to make the template my self but it don't seem to work, so this is why im asking for help!

im wanting the website to look more homely and not look like a ghost town,
