[REQ]"Graphics-sharing" script

Hello everyone
I am in need of a PHP script.
Details:
Users can submit their images and other users can comment on them.
-On the main page, there will simply be a list of image titles and who submitted them.
-On the view image page, I would like users to be able to see the image, image description, download it, and comment/rate it.
-On the image submit page, I would like users to be able to upload images from their computer, and add a title and description. I would also like their username to be pulled from their logged in phpBB3 data.

Thats about all I can think of.

All I can offer as payment is about 1800-2000 credits, and a domain name - cobaltboard.com (about 9 months until it expires I think). Ask me if you had anything else in mind
