ie. special characters not displaying correctly, and admin will most likely not change it

Do you mean your forum account username? If so, what diabolo said above applies.

If you are talking about your cPanel username, it seems like there is no hosting account associated with your forum account right now, so if you wish, you can sign up for a new account at the x10Hosting home page and pick whatever username you want.
