problem is that most of them are not getting visitors. Do you have any answer to this except saying have a good content. May be google adwords may help but everybody here is not so rich or adult to use her credit card.

Trust me on this one, you don't need good content to get visitors. You just need good advertising ;)

No, you don't need good content to get visitors, but you do if you want to keep visitors. I personally care more about giving a good impression upon users that make them come back many times and suggest it to their friends. It really depends upon what you want your site to be:
If you have a blog, forum or community based website that relies upon user interaction then you will want repeat users who will keep coming back and helping you develop. Users wont register and post if there isn't something that interests them to post about.
However, if you have a site that is static, then new users will be beneficial as there is nothing for repeat users to see each time.
Basically, dynamic content needs repeat users, whilst static content needs new users. Either way, advertising will bring you new users, but it is then up to what is on your site to make sure they stay and come back.
If you have Google Analytics, the bounce rate will give you a good approximation of what people's reaction is to your content. Also, the new vs returning report will help too.
