Well WordPress is a blog, but with its pages and templates features, it can technically be used as a CMS (http://www.devlounge.net/publishing/...press-as-a-cms)
Nope, Drupal is free software. http://drupal.org.

joomla is a good cms just for news site
I suppose it's still considered a CMS, though.

I prefer using Wordpress as a CMS, but if the client wants a forum in their CMS then I will usually just build something for phpBB, it's easiest.
