Make cartoon

How can I take a picture that was scanned(hand drawn) then edit it to look like a cartoon in photoshop?

depends how much time you want to take and the skill level you have with photoshop.

colouring a cartoon can be very time consuming, if you seen my ninja girl that I coloured which is ok (I think, other people think its amazing ) took me about a week to do plus a weekend of non-stop work for one girl.

Well. I drew a picture. And im scanning it and i wanna make it look like a cartoon in photoshop how do i do this?

ok well first off, duplicate the background onto a new layer. Then on the new layer change the blending mode to multiply and opacity at about 70%. Then technically go nuts and colour it in with the brush tool
