You basically need to make something new that everyone will catch onto and spread, or offer content that people will visit your site for (eg; Useful things). That's the main key along with keeping it updated.

Joking(?) aside,usually it completely depends on what type of audience you are targeting.

If you are writing technical articles, then it should be of top notch quality.
Also, it needs be distinct and genuine.
It doesn't need to be "latest/updated".
I have found articles from previous century(1997) showing up in the first 10 position.

If you are writing non technical articles(everything else),then it gotta be "latest".
Does anyone even remember who shaved off his/her head to avoid drug-detection?

There is more wisdom in that statement than most people would realize.

Unique content, a unique service, or a unique product can very quickly get you moved up to at or near the top in search engine listings. An example of this would be a website I have about a very small community in Texas which is listed number one on Google search and gets a lot of visitors because the subject and content of the site is unique. If you are attempting to sell a product or service your site will be much more popular if the product or service is either unique or rare.

Yes, but for each train has its passengers. If he manage to put his page on the top results of Search Engines someone can see it and found something interesting. No one is going to create page with nothing in it.
