I think it is almost time for a new ISP, it's been like this all day.

Check your lines. I almost switched before and found out that a faulty line was slowing down my connection.

Well, it happens on both dsl connections I have, on 2 different routers, so I think its verizon screwing up again, or well could be the construction down the street, who knows?

Edit: Going down:

I'm a try my other router again, hold on.
