You could try Adobe Dreamweaver CS3 free for a month; very user friendly for beginners; or you could use good ol' Note Pad
If it's a whole site you're looking for, why not try a Content Management System (CMS); there are many different ones to choose from. Joomla for example, is again, very user friendly, and there are many many hacks and modifications available for it.

ConTEXT is a good pure HTML editor, but you need to know HTML in the first place. but i second the Dreamweaver for a month
Then there is Microsoft Frontpage amd cofeecup HTML.
I would also suggest you go for a CMS over a bunch of static pages.
Try drupal: its very light on server resources and very easy to use.

I tried Drupal too, although I quickly switched back to e107. e107 is by far my favourite CMS, although I don't think it's on fantastico so you'd have to install it yourself which can be tricky.
Or, if you just want to make HTML pages, personally I just do that in Notepad. I used to use Microsoft Frontpage, but I eventually just decided to learn a bit of code and write the pages myself.
frontpage seems to be good and easy to start with !
@mzsoft - software choice depends on what your site is about. What you are planning do with it.
For example if you are planning on blog then Wordpress is best.
If you are looking for static site with some pages - Frontpage should do but it is already out
If you are looking for forum then vbulletin looks good
Instead if you want a dynamic content site then CMS like Joomla or Drupal work better.
Finally if you are looking for something like Wikipedia then you can go for tikiwiki.
