For Tips... Use keywords that mainly describe the contents of your site...

Use Meta Tags, and make a sitemap. Then submit your website to many search engines.
Join Link Exchange programs, Affiliate with many sites and sponsor them if you can. Also try to advertise on other sites if they allow it. Do events that give out decent prizes, that will bring up some activity, and make sure your members have fun while they are on your site.

Submit your website to many search engines.

Commenting on relevant blogs and sites and leaving a link can also dramatically increase traffic
Also, add your site to sites like Stumble Upon and Reddit.

get a bunch of relevant links from busy sites, people will follow those links, and may or may not stay... word of mouth is the best way to do it.

According to me:
1)There is no much relevancy in meta tags and keywords.
Reason: Because search engines are now looking for good content rather than just meta tags and keywords.
2)There is no need of submitting your site to major search engines
Reason: A good search engine will automatically crawl your web pages with out even submitting( like Google).Majority of sites in Google's index are not submitted but indexed automaticaaly.
But i will suggest submitting sites to major directories and also take part in a good banner exchange program.I will also recommend to submit a sitemap.thats all..........
