I'm still learning PHP, so I guess I'll tell how long it took for me to perfect HTML. It took me roughly a month to perfect HTML given my time frame. I would've perfected it within 2 or less weeks, but you know how "busy" people's lives are, right? ;)

Guess the basics are the easy part, but I don't honestly think you're ever "done" learning a programming language - in pretty much every language you're always finding a new way to do something (even if it's not as efficient) or finding a new function you've never used.
But took me around 2-3 months to get some of my first scripts working. I tend to do something insane like setting my first goal as "image gallery" and work out all the bits and pieces on my way
It works but it takes a hecka long time to actually finish it cause of being so new :S

I'm still learning it too :D I know the basics like email forms and editing a lot of other stuff, I've not really spend time learning PHP, in fact, I have never been taught PHP or read anything about it but I'm starting to learn a bit just from experience and it seems like a really good code to know plus it can be really useful so I am hoping to learn it a buy a book on it sometime soon.
It took me like... 3 weeks to make my first successful login script :]
I'm too lazy to learn more php.
