Same problem here, I'd say dun worry about it for now. I forget who runs it but once they're online and see it's buggered they'll get it fixed again.

It's the Connection refused part that leads me to believe something went wrong; it's not timing out, the server is actively telling my client not to connect. That usually indicates a larger problem, lol.
