I'm not sure you can, only attach.
If you send a HTML message, I would assume you can. I would also assume that your message would be blocked or unreadable by a very large portion of your recipients. Why not just put a link to a web page?

Many mail clients, even webmail will block external content. You can however embed a .swf into an e-mail message, just as long as you store it on a web server, or you send it as a Flash Projector in a .exe . Just be careful about triggering spam filters though, embedded objects and .exe files in attachments tend to hit spam filters more than links to sites.

I wouldn't think that most email clients could render/display a swf file, I only know that browsers can.
