Maybe because you are new member (just a guess).

So maybe when the “random question” goes away and you pass the not-spammer test, the quick replay box gets enabled.

i think for new users it doesnt show up until they have enough post or spend some time in here dont know maybe

Check your forum profile, it may not be enabled for you. When I registered, the quick reply box was there even when I was a newbie (after I enabled it of course).

Hmmmm....

Very simple, if he's anything like me, I'm sure he's got tons of forum accounts all over the web, and vBB is so common that most of them are sure to have that standard quick reply box.

I too was expecting that box when I first signed up, and get very frustrated when I join forums that don't have them.
