That is not enough to see your website on second page.

Use Google Webmaster Tools. Upload a sitemap. Enable crawler Access.
Then after 1 month may less than 1 month your search rank will improve...

what is the keyword or phrase you are trying to rank for on google?
The fundamental logic of ranking by google is based on their human intepretation of LSI
in laymens terms the biggest site relating to the keyword or phrase will be ranked no 1
so if you google your keyword phrase and the number 1 site has for example 4000 pages of related content then you are going to have to build a bigger site
OR get more links to your site from other higher authority sites with the keyword in the link

Google doesn't use HTML keyword or meta tag elements for indexing.

Your site will not come 2nd position on Google with these details it's true that all these people said above...

Well but no one have told you a correct way of doing it.
So I think my ideas may help you to optimize your site.

(1) First of all You got a study about your primary keyword.
After deciding your keyword search the Google with that key word and study the competition.
(2) Anybody can give you may be no2 or no1 position on Google but the selected KEWORD is the important.
(3) Write unique and fresh content for your site.
(4) Think like a customer who comes to your site... why they are here? Do they get enough info...
(5) Before submitting your site to Google make sure that your site is fully ready to run.
Don't submit half build site. (And make sure that you have at least one link pointing to your site).
(6) Get back links to your site from related site.
(7) Don't submit your site through Google, Yahoo and Msn add url link. It never get's indexed normally or you got a wait long time. (believe me)
( Study your competitors site and learn from them. Make it happen in your site or more better than them.
(9) Write clean and valid code.
There are so many points out there like this... SEO is not stable you should analyze everyday and make necessary changes.

Ah one important point submit your sitemap.xml to search engines through webmaster tools.
