Members area, how to set one up

Hi,
I want to create a Members Only area on a web site, [to enable Members to down load research information, in various file formats].
Can anyone suggest ways to do this. Are there any packages or services which I could include in my website to achieve this?

Well would of said to use Google docs, but you said web site..

Wordpress or Joomla would do it if memory serves correct, probably the simplest way. No coding woes and tried and tested cms.
