How did they do this?

I was just surfing and I found this website with a green url. The only time I have seen urls change is when you have an expensive ssl certificate but this is not like I have ever seen. I googled it and all I could find was people editing their chrome file. This is obviously on their half. How did they do this?

What do you mean by green url? The url looks normal to me.

I haven't changed anything on my browser.
Edit:
Oh, I think I know why. On my computer, I have a DoD Plugin and it says to highlight "trusted" urls. I wish there was a setting that admins could change to do that for everybody.
