Port scanners are not illegal. You can dwnld them from legal companies. It's what you use it for that's illegal/legal.

Let me get this straight. You're saying that it is illegal to MAKE a port scanner. But its not illegal to use one?

No, port scanning is illegal, in every way possible. The process of actually programming one though is not illegal, as long as it's not used..
