Login to Cpanel > File Manager > WWW > Create New File > Index.html or Index.php

You need to upload your files to public_html or WWW via FTP or in the file manager (?), if you haven't done that already.

    EDIT: DANGIT DesertWar beat me...

    why is this still here?

Oh, and then I tried to put Index.html into the folder called "public_html" and Index.html popped up on the front page, but not how I intended.

What you need to do is rename Index.html to index.html - that should do it - notice that the I has a capital instead of a lowercase - that is why it is not going to that page when you type in http://vgc.x10hosting.com/
