The short answer is "yes". You will need to get permission (that is, unless the person whom created the work died 70 years ago and hasn't has his copyright extended).

And if I'm right, it still has to stream a portion of the music onto the computer (usually into some obscure Temp directory).

Yes, you do need a licenese ( Like from Loudcity.com ) to legally operate an online radio station. ( Unless you have specific written authorization from artist / manager )

Most stations get away with not having one, because they are small, basically hidden from the views of the recording industry.

We know what an online station is. You play the music, someone listens to it. Still, according to the recording industry, its considered illegal - even if you bought the CDs or have had the music purchased forever ... Check out loudcity.com and read up on the legal rules.

Otherwise, just nod and say you understand and continue if you wish. I don't think anyone here will care one way or another.

No, what I mean is that no matter what you try to do, at least one bit of data has to be present on the computer in order for him to play it. It is impossible for Radio Listener #1 to play music on Radio Host #2's server with no remnants of any music on Radio Listener #1's part, since some data always has to come back.

Of course, that data is usually a very small file that gets deleted as new media is buffered. So don't worry.

And, yes. No one will really care unless it becomes too big.
