To keep people from viewing your directories, create a blank index.html file in each directory. That will block out the directory list because anybody who attempts to visit using the web.site/directory/ url will get a blank page instead of a listing of all files.
i think your host disabled .htaccsess and .htpasswd, you should contact your host with the problem.
No .htaccess and .htpassword are not disabled as far as I know.
