Ok, I'm trying to decide what exactly I want to make a website about. I was thinking about a website where people can submit find bands related to the ones they already listen to. What do you guys think about this? Or what other ideas do you guys have for a website?

I think that is a decent idea. Basically a massive online database of band names and people can submit there own band names, and also search for relating artists depending on genre.

I have an idea for a website layout you could use. Perhaps a dark grungy type layout, using plenty of blacks and greys. Then to add a splash of colour perhaps orange or blue in certain areas like logos etc would make it look absolutly great! (sorry if I went on a bit there!)

I'd say you shouldn't because that's serious competition in an already saturated are of the Internet.
