What ver. of PHPBB 3 did you installed? RC 1 or RC 2?

Try clearing phpbb cache? (Admin panel front page -> last option with Run Now button)

The best help I can give you for phpbb is to convert to SMF.(I know it's not that helpful, just ignore me)

This might not be the problem but it could be the simplest thing :P
Have a look at the forums permissions and make sure you can view the board ;)

Problem Solved! Just had to set permissions on the forums themselves, not the actual users!
