I'd say a 6/10 so far.

I really like the contrasting Sans-Serif and Serif fonts in the right menu. I also like the light blue and black color combination used over there. The extension of the title box (the gray area) "behind" the black rounded box looks nice too.

However, I'm viewing this site on a resolution of 1440x900 pixels, so it looks waaaay too stretched out. I would make the gap of white space to the left of the black box about half the size, then make the blue box about 75% of the size. Obviously to do this you would need to make your template a fixed width, though.

Secondly, you need to do something with the gray area behind the "ZENCMS" text. The text looks nice, but the dull backdrop takes away from it. I think a lighter shade of gray with some kind of abstract design. Check out this page, I happened to have it bookmarked: http://www.newark1.com/color/000098.html. Then a subtle drop shadow behind the text would probably look nice.

Anothing thing is the text in the black box isn't aligned right. See how "Username:" has about 16 pixels to the left of it but as you go down, the text towards the bottom only has about 8 pixels. I dunno what would cause that.

The electric blue behind the "12345" probably would be a eyesore though, so you might want to dim that out a little.

Good design all in all so far, though it is really hard to give you too many pointers before you've even really got an entire page done.
