There's no such thing as "Best" for CMS or any site management tools since there's. There's better & less I think for most common use CMS, blog systems, forums, etc.

Check here to compare various CMS, you can compare 10 different CMS at once.
From there you might choose which is a better one compared to other CMS.;)
