About LinkBacksWhen I click on the Site Software icon in my Cpannel I get the following message.
"Your admin has not created a cPAddons configuration yet. Please contact them and ask them to do so"
Where/how do I contact my admin? What does this feature do?

Well, you can contact Admin through there ( as well as the other staff of x10 )
As for SiteSoftware, Cpanel is doing away with this feature, as much of the software that was listed, can be found in Fantastico.
Don't worry about it.
