Do I need advanced php to manually install Zen Cart?

Intermediate should work.

I have itermediate but this does not allow progression past step 2, the server inspection does not work due to the server having safe mode on.

Is there another way to make this work without the advanced settings? Can anyone tell me if they have had similar issues? Or is everyone else using fantastico to install Zen Cart?
