Hey I was wondering if any of you guys knew how to convert a basic HTML site so that it would work with JOOMLA or if their are any programs on the next that I can get to do it.

Install the joomla and "pass" the content manually "page by page" ;)
Joomla has a editor and with this you don't need put the codes (html)

on the other hand, you could keep those files and include them into Joomla as static content.
They will be displayed in a div-container.
All the new content, you can store in Joomla.

Just a note on the static content thing.
First create the static content via the manager, then create a main menu link to it. You can make it a sub link in the creation page. If you make the links first it requires that you choose the content and you cant change this later.

I don't know if there is a tool, to generate a template from a given html file.
The documentation for template is not bad.
