Vbulletin is one of the ebst.. PHPBB has many hacks as well as IPB.. those 3 are great. although that VB is paid

PHPBB all the way but ip.board is good too.

I currently have IPB, but for free I have to say Simple Machines, is good
it is less resource intensive
