Try emptying the forum cache: Admin > Forum Maitainence > Empty file cache.
Also, your directory to your theme might be incorrect, so take a look at that too. Does it work when you use the SMF-Core theme?
there is no empty file cache under my maintenance
and yes the directory is correct and no theme works even the default
Your problem to me appears to be a permission error. The files based on what I can see are in there, but something is denying access to them. First, go into cPanel's File Manager or into your site's FTP and go into your community folder in public_html and tell us what the permission number or CHMOD is set for. This is a three digit number. The permissions should at least be set to 755. Then, go inside of the themes folder and for every folder in the themes folder along with any files, make sure their permissions/CHMOD value is 755. If they are not, change them, apply, then try your site. Any PHP file inside of the themes folder should be set for 644.
