You have to do some searching around. I suggest going into the usergroups and looking for that feature, and turning it off for every group except the admin group.

Check whether its being updated in database. if yes then its better to ask in SMF forum/usergroup.

Yeah, if you're logged in as an administrator it will show as an edit box, if it's just a regular user it should only show text. If users can actually change it you should double check their permissions.
EDIT: I believe the "Edit other people's account settings" permission mask grants them that ability.
