About LinkBacksOk, phpBB3 is being really stubborn. Basically, it keeps returning Access denied for user 'forum'@'74.86.240.236' (using password: YES)
and the username is valid and the password is correct. Any suggestions?

Ok, phpBB3 is being really stubborn. Basically, it keeps returning Access denied for user 'forum'@'74.86.240.236' (using password: YES)

If this is for MySQL (which I think it is looking at that error), then you should change the host to 'localhost' in the settings.
Also have you set-up a MySQL database and MySQL user in cPanel?
