A possible solution
instead of SET SQL_MODE="NO_AUTO_VALUE_ON_ZERO";
use SET SQL_MODE='NO_AUTO_VALUE_ON_ZERO';
SQL can be picky sometimes between ' and "
or you could also try removing the line all together, then setting the option through phpmyadmin
