CSS NOT Displaying

I have uploaded my EXTERNAL style sheet along with my index and other images in cpanel.

On my index everything is working except for the css.

I have tried importing and linking to css and uploading it with my index, but still no css.

Do I need to just copy my css into my index.html, just upload the index without a link or import of the css, or just ...?
