What is the problem?
You can't create categories?

Do you mean sub-topics, such as FreeHosting - Level 2 Support?

No,no I mean look under Free Web Space and you will see Pre Sign-Up questions. right? That is what I need.

In the individual forum's settings there's an option there called forum type - that's where you choose whether it is a category or forum. You move forums into categories with the forum parent option.
