Logni System (PLEASE HELP)

ive asked for help before looked all over the net for help and had no help ive even made an request and i would send the person that would help me 400 creds, nothings worked so far, so ive sent this to ask for help again.

What i need is ALOT of help creating a user log in and registration system i would like this to be written in php (preferably) but any codin will do fine if it secure.
The system (not needed but it would be useful) should also be able to let me block users.
