I am not sure about any PHP scripts.
But i know some software like "Mass Mailing News".The mail can be send via SMTP (GMAIL will work).You can also maintain your superscription list with much easiness.

Built-in smtp??? Not sure how it will work with "Mass Mailing News".Are you trying to use your local Machine as SMTP??? If so then your mail may not be delivered properly, instead it will simply go to spam folder.
Its better to use some SMTP service like GMAIL,( Google Apps should also work).

Try PHPMailer. You can get it at http://phpmailer.codeworxtech.com/ It’s very powerful and not too hard to use and configure.

Read the Tips and Tools section for very useful information. Hope it works for you.
