in need of a Visual CSS editor

i am in need of a Visual CSS editor something like CSSVista but for local files
is there such a thing for windows and free ?

the reason why im asking this is i want to edit a skin (obviously) but i dont want to reupload every time i change a color code

I use Firefox + Firebug + Web Developer

You can change HTML/CSS/JS and see the effects in real time.

Web Developer will also allow you to save the changes (locally).

wao those plugins are good but the editor doesnt work with frames but thats oke atleast now i know what to edit and where
