okay, my site is spectre-productionz.info my problem is that in IE the two bars around the main title bar are spaced for some reason...anyone have any suggestions?

I checked out your site - LINK - And I am not sure where the two bars are spaced - if you can post a picture and like use paint or something to point to where the problem is.

Try adding <br clear="none"> after your images. I tried it with your source and it worked.

a little thing if you want really good graphics,

if you see the image/text is pixelates, do something about it, be it setting the Anti Allias to smooth or rounding off a render it will look 1000's of times better.
