It is not possible to create a database using phpMyAdmin or anything outside cPanel. To create a PostgreSQL database or user, you must use the tools provided in cPanel.

[edit] Using the PostgreSQL® Database Wizard

To access the PostgreSQL® Database Wizard, you will first need to login to cPanel. If you do not know how to login to cPanel, click here.

Once you are logged in to cPanel, click on PostgreSQL® Database Wizard under Databases. From here, you can create a database and a user to access the database.

When the wizard finishes, it will give you the option of going back through the wizard to create another database and user, or going to the PostgreSQL Databases page, where you can manage databases and users.
