Upgrade page not loading

I was on the hosting packages comparison looking into the Illuminated tier trying to find out more about it but when I loaded this site, it wouldn't load:

I am currently hosted elsewhere, but recently signed up for free hosting here to check it out and now planning on moving my current site to illuminated.

So, does the Illuminated upgrade not exist anymore? I'm trying to upgrade but the upgrade site won't load.
