I'm sure Google made an exception or something because with a site this large, I'm sure they would know by now if it's violating the Adsense Terms of Service.

As Smith6612 mentioned, there are massive changes going on behind the scenes. Just wait this rough time out, and the service will improve, drastically. Romin, I know many people who run a community effectively using the free service. :)
