Hi

I wanted to know if I had a forum setup on my site, would attachments for the forum be allowed? Or is this file hosting?

It depends, are people using the attachments feature as a means of sharing files without regard to the actual forum content? Or do the attachments actually have to do with the topic on hand? As long as attachments have to do with your site (so since it's a forum, whatever the thread is about) and they are not being used as a replacement for a download site to share files, you're fine. You and your mod team will need to police the forum to make sure that there aren't any attachments that break the rules.
